This is bit confusing, which one do you mean -
I think both, because if you accidentally enable any paid services your pockets will be empty very quickly. But until then, your pockets could be empty but they won't check.
How fragrant is the GCP chicken?
And if your pockets have nothing, then you don't have to afraid for anything, because pocket is already empty and no one can empty pocket.

They will charge you $0.1/GB of traffic. If you can afford this cost, why not just use lightsail

Compare for same kind of applications to choose which option is better.
There will be strong reason to gather peoples here, because if Oracle or Google is free and good then why here too many advertisement? Please help to understand new young inexperience and other people's.
Theoretically, you can only have an Oracle cloud free tier account in one of their data centers. That will let you create 3 free VMs, each of which has a single IPv4 address, around 50GB of disk space, ample data transfer, and a fast CPU. It's very good indeed.
But my VPS use case is to detect port scans on the Internet. 3 IPv4 addresses is not enough for me. That's why I rent VPS from other providers: to get more IPv4 addresses.
By the way, I don't like to ssh login with keys, which Oracle cloud forces you to do when you initialize your VM. And its control panel is much more complicated than that of other low-end providers.
Do you have company? Are you startup? Are you enterprise? Have big money? Go with Google Cloud.
Is your budget $5/mo? $50/mo? Go with OVH or Hetzner.

From people's experiences which you can search here on LET, Oracle have deleted/suspended people's machines without notice. There are also some restrictions on disk performance (that scales with your disk size).
The Free tier is great for fiddling around or using for a machine that you won't mind being gone the next day. We spend $$$ for reliability and performance.
How is it possible Oracle doing this, they are famous for good services, if they are not good then why peoples are spending too much for Oracle products?

if you do the stuffs above without any backup, i don't know what to say..

personally i have free oracle cloud (still idling) that i want to use it for play/ learning, and also for backup my other backups..
If you go to the Oracle Cloud subreddit you'll find their support is laughably incompetent. If you managed to grab a free account and spin a VPS (spinning the ARM ones are game of chance depending if your region has enough resources) then yes it's a very decent alternative compared to the limited GCP free option, but if you're spending money then GCP means actual reliability.
In my experience starting the GCP trial get me a working VPS in minutes, while with Oracle a couple of days is required to verify my account, manually contacting the support because they somehow can't verify my number, waiting for months for the availability of the ARM server when they're launched, etc.
