you won't get crazy performance for ~8,5$/month, maybe get the oracle arm machine, it performs well and is free so well under 100$?
as for paid I would personally recommend this , I got one recently, it has good performance right in your budget (8 GB ram, 4 ryzen cores, 240 GB NVME, unlimited FUP transfer at 1 gigabit)
