Cannot connect to FTP server using L2TP VPN

I have a Hyonix server from last BF with just the Windows VPN server set up on it. When I connect to it, most functionalities work (SSH, HTTP, etc.) but I cannot connect to any FTP servers. Is there a setting that needs to be changed on the VPN?
