on the ripe marketplace its a 3month waiting list has anyone got any there wishing to sell?

Of course there are subnets from UK LIRs.
One can geolocate IPs from other RIRs/LIRs of course, but big part of the internet will never recognize them as IPs from the UK, so in case someone need VPS in the United Kingdom to access some UK locked service (as some local services require proper LIR IPs), VPN, etc ... those most of the time won't work even after some geolocation databases update.
We have changed location data of dozens of IP ranges.
They do just fine as country specific proxy or VPN.

db-ip, IP2Location, MaxMind, etc private companies most LET hosts use to update IP location ... are just tiny mices in the big world. It's not like big players use them to restrict own service to the specific country.
This is as example what really matters: https://ftp.ripe.net/pub/stats/ripencc/2022/ - and no, you won't find there some small geolocated /24 and even less IPs allocated by other RIRs.
Tell me one of those your geolocated IPs to the specific EU country and I will find you dozen services this IP won't work with.
Even some freakin' Hetzner (big german company in case you didn't hear) geolocated .FI IPs don't work with lets say Finnish IRCnet servers. Oh, and OVH (big french company in case you didn't hear) geolocated .DE IPs don't work with lets say German IRCnet servers. And so on.
Even in small European country I come from I know at least 15 services locked specifically to the IPS assigned from our local ISPs. From our LIRs.

Thanks for the link to this DB, I'll probably use it for geo-IP myself. But... it definitely does include /24 and smaller nets (but maybe not all of them).
