That's a good question. I assume he's probably exempt from needing a billing system, given the extremely niche service he's offering and the fact his tag was complimentary.

That requirement is long gone now - it was for the previous "Provider" tag.

Apparently there are no requirements for the newly introduced "Patron Provider" tag.
