Not quite your budget (close) but it will probably be the cheapest you can get. We recently restocked and added some fresh new nodes.

We use SATA in our US locations, NVMe in our EU locations. We can bump you up to Unmetered bandwidth if 4TB doesn't work for you.

CPU was not mentioned on the official website, but my VPS used EPYC 7282.

This is virtuozzo isn't it? If you are not in a rush, I believe virmach said they will do 8 GB ryzen for $88/yr and $150/2 yrs. It goes over budget a bit but there's no way you are gonna do better than that (unless you get some insane deals on black friday)

If the ryzen isn't a necessity than you have many more options.
