If OpenVZ is good for you, WebHorizon has a 512 MB RAM VPS with an optional dedicated IPv4 in Tokyo for $18 a year. The bandwidth is 300 GB a month though. It should work fine for a VPN.

Yeah, go to virmach for help, their service is stable enough for personal vpn usage.

They are our of stock, I was looking for first one of the sale page. I missed that.
