Nope, 4 cores - 4 GB Ram wasn't enough for me, there was a lot of frame drop. Using Oracle 4 cores and 24GB ARM Service was better, but the CPU is still over 70%

I doubt for $10. You have to consider you would still be using cpu 24/7 for that and any host that does this for you at $10 would be a charity case or you would hit their aup for overusing. It's not impossible but highly improbable. Are you sure $10 per year is all you can afford to do this? I feel this might be doable on a 20-30 dollar per year vps assuming it has enough bandwidth allocation.
For live streaming of audio and video codecs data direclty to youtube your typical usage for KVM VPS is around 15% CPU for single core and consistent bandwidth usage is around 5-7Mbps for Full HD audio video transmission.
For live streaming that requires live transcoding KVM VPS single core usage may rise to 100% and consistent bandwidth usage is around 5-7 Mbps for Full HD audio video transmission.
Suggestions for VPS configurations ( per stream of transmission ):
KVM ( 2 cores | 1 GB RAM | 2 TB bandwidth | 100 Mbps port ) : For pre encoded content.
KVM ( 2 dedicated cores | 2 GB RAM | 2 TB bandwidth | 1Gbps port ): For live encoding content.

Livestreaming is resource intensive task isn't it ? I don't think you could get a VPS under $10 for that very purpose.

Id suggest getting a RS 1000 from netcup, for €10 per MONTH.
