Purpose: Practicing virtualization for cheaps with ESXi or Proxmox

Justification for budget is that any higher then I could probably afford a dedi with WSI with way higher specs for just $20. I know they suck but its just for practicing and nothing critical. Or with psychz with their $11 dedi + $8 for /29.
or maybe someone can recommend some other dedi provider.
Edit: Found dacentec also has $20 dedis with /29 just need justification.

I recommend you phoenixnap for their hourly dedicated servers with 5 IPs,where you can use both ESXi and Proxmox for a while and delete the machine when you don't need it.

If it's just for practicing why not use RFC1918 space and NAT or just IPv6?
Want to try for actual stuff that I need and similar to where I need to apply the knowledge. Dont really mind spending a few bucks a month on it.

Nested virtualization is enabled by default, but I've had issues getting Proxmox running despite having nested virtualization enabled (even on other providers). If you want the full experience, I highly recommend getting a WSI/OneProvider/etc dedi.

Will this be 1 x /29 block or just 5 separate ips?
Separate IP's, most VPS providers don't do subnets.
You should be able to use them in a VM though, we provide the gateway and subnet mask.
