Okay let's try this.

Location: NOT US. That is not negotiable, Australia, Canada, Malaysia, or most of Europe is fine.

Not co-located. Server is where the company is.

My budget is USD $40/year. Ideally less. I pay by VISA/Mastercard like a normal person.

SSD at least 30GB
CPU 2 cores
RAM at least 2GB prefer 4GB
DDOS protection preferred (not essential)
IPs: Unlimited. Haha nah preferred 2x IPv4 but 1 will do and IPv6/sub
Port speed: not important.
Billing: yearly.
OS: Ubuntu 20
Panel: don't need, I'll install myself.
Extras: there should be a free incentive, ideally. E.g. free first year, that would be really great! Even better if it's first 10-years. ;)

Okay if anyone has a decent offer post away.

    Minus the joke and "preferred 4GB", your budget is actually decent, plenty of provider (that I've seen) offer server for that price in EU location.

    Unless you're aiming for apac location, would be hard because everything is expensive here (CMIIW)

    2GB memory for 30€/year in the Netherlands.
    If you need a second IPv4 it is a bit higher then your budget.
    12€ / year of another IPv4 + 1€ setup to prevent abuse.

  • The budget isn't too bad. It's just that you'll probably end up in a higher-crowded server but... from the looks of their requirements (bandwidth requirement being the key factor here), it seems like they don't really care as much as long as they have access to that hardware in burst.

  • Even large providers colocate their servers. Hetzner does have their own DC but their pricing is out of your range. Good luck.

    Yep, you've got like, Hetzner and OVH offhand, both over budget. That "own datacenter" requirement is going to kill this.
