The only provider I know who does this in LA would be Reliablesite.net, not sure about the price though.
Closest thing I think of is the $29 dedi from Psychz but only if you can downspec quite a bit.

They have HDD Model, But i need SSD at least, HHD are slow to host a website intensive to SQL queries
You can change to ssd in order process ("primary drive"), 256gb is 5usd more, 512gb ssd is 10usd more. (If you go for that old E3 with 16gb ram).
Solution is to pay a reasonable amount for this configuration.
You should try setting realistic expectations
$30 in any market is a pretty low price, but LA is a pretty expensive market for space and power. You might have better luck going to a cheaper adjacent market like Phoenix or Las Vegas, but even there it's going to be tough.

Change primary drive to 256GB SSD for no cost, it says it is a E3-1230 v2 with 16GB ram though, but I don't think you'll get much better for this price.
