Looking for recommendations for a dedicated server [EU]

Personally, I have been looking for a dedicated server to host some applications and websites on.
With being new on this forum I was wondering if you guys had any recommendations for a dedicated server with the following requirements.
- Based in the EU, preferably in the Netherlands.
- Ryzen 3600 or alike
- 32GB of ram or higher
- 500GB SSD or higher.
- Preferably less than 50 euro
I already found Hetzner (AX41NVME) but they are asking start-up fees which makes the initial costs higher than I'd like. I know that it's common to ask for start-up fees, but it would be nice to hear if you guys have found better deals or have tips.
( Also curious for recommendations of hosting companies who are also highly recommended but do not meet all of the requirements )

I belive @HaendlerIT (https://kts24.com/dedicated) could remove setup fee if server will be paid yearly.
