I would think with all the hosts switching to SSD NVMe that we would see some good storage deals for SATA SSDs, but I am having issues where most high storage specs are HDD.
I am willing to go higher than $40/mo if CPU exceeds average offerings.
I will accept a VPS but it should be less than $40/mo and have decent specs

You Could get a netcup root server. For 2tb the price would be 46 euro but I think the 10 dedicated epyc cores beat your usual E3v2 by a mile.
SSDs have tbw limits so not exactly cheaper than hdd
