I tried HostHatch recently and really like their service, but too late now to get any BF offer. I also have a new KS-LE (E5-1650v2, 32GB, 2x4TB, $22.99/m) offer in KS-EU account in case you want to trade.

I think you're both right - it's a case by case thing and when they do it's $10 fee.
They allow transfers in a case-by-case basis. If you want to sell your server to @matheny, I'd suggest opening a ticket with HostHatch asking if said transfer is possible, and continue if so.
