New VPS Suggestion Needed

I am in need of new VPS provider in EU (Netherlands, UK) for long term production usage.
This is to build redundancy and resilience in our existing SaaS.
Budget up to $10/month, will go yearly if things checks out.
Requirements:
3GB Ram
2 cores (3Ghz+)
YABS Network 200Mbits/sec+ to other EU locations.
60GB Disk (SSD are ok too but not HDD)
Anything on top of above specs is a bonus.
Special Need:
ISP not listed on blacklist server, UCEPROTECL3 etc.
No restriction or throttling on port 25 and clean ip for emails.
If support request needs to be raised with valid reason to get it opened, even better.
We maintain our own feedback, abuse and bounce system while mailing under "can-spam" policy. Email has highest priority.
Hosting provider should be at least 3+ year in service, shall have a decent review on internet and if you can mention from your personal experience, it's even better.

Hey there! So the server will be used for mailing, right? In this budget you need multiple IPv4 addresses? Are you looking just for 1 VPS or multiple servers?
For now, going to stick with one IP.
Might expand in future.
We already have two vps running with different providers with top quality ip and db at rds with read only replica running in different region.
We want to expand to a third vps to build better failsafe.

we have a servers in France & U K(OVH). if its okay for you do let us know. we are there in market since 2016
I am aware of that. Unfortunately, some spam filters still use them.
We had to pay them to get our ip whitelisted, as our isp went on their list.

I will say that the cores are probably too slow for your needs and the ssd is meh, but the IP is not on any blacklist on the mxtoolbox thing, including uceprotect l3
They have a very “mixed” reputation (the polite way to put it) but their service has been stable. Try at your own risk
