To make this more useful, here is what i have found and not tested:
L7 & L4 go with cloudflare and any provider.
As for other its gon be hard at a low budget.
Which kind of attack? Layer4, Layer7?
Layer7 prob just stick with something like cloudflare.
what if having tens of DirectAdmin accounts where you do not control domain name to change Ns and it is layer 7 attack targeting not only one account but multiple or shared IP... attack from a few thousand of real computers (botnet)?

Does Cloudflare leak your origin IP or doesnt Cloudflare mitigate attack? What you have done so far?
If they leak your IP you can block everything other than Cloudflare IP's on origin or even just make tunnel via cloudflared service. You can also get OVH cheap VPS and just tunnel affected things through it.
Maybe @MikeA can provide you with hosting
I think heeans he wants to have an all around done l7 ddos protection, for his shared hosting business, where he doesn't manage the domains, nor have much access to them. Basicly impossible or VERY VERY COSTLY.

how to explain that to You, i was told by server managing staff that the target are two sites, but these had no relation. You know it is possible to list sites hosted on single IP. That is what i mean, they can attack many sites at once on same IP. And you do not control domain when reselling to point it to CF.
i am unsure what you mean there, which keywords to search, if you know tutorial or right keywords to find it, it can be interesting reading.
interesting, you mean setup DNS server and then search for tutorial "reverse proxy" or what particularly to get best setup? But this setup can be usefull only when bandwidth of the proxy is higher than ddos bandwidth maybe?

Mandate each customer to use Cloudflare by providing them only with IPv6 (each customer it's own). 😛 This way if they want to reach IPv4 world they will have to proxy it.. and Cloudflare does this job very good . This is how I now run my "each website in separage LXC/LXD container" Webhosting business and I aint even mad about Hetzner IPv4 prices
