If you are willing to pay yearly price, there are many options, I'm not sure if anyone would be willing to accept $2 per month price considering processing fees.
Contact Mr.Callum @LiteServer if he can do custom yearly VPS, their price are in euro though ? they are Stable provider in NL.

I really doubt that @LiteServer would be interested in offering a custom super cheap yearly VPS to a random guy on a hosting forum. It simply wouldn't be worth it for them, esp. given that they're already a well-known and sought-after provider for their standard plans.
Never hurts to ask though. They have been really lenient for custom offers in non-Dronten locations for me, though that's at a different scale than what you are after now haha ;-)

Naturally, one can always ask, but one can also always try to think through the matter/logic before deciding to ask.
At a much larger scale, it could well make a lot of sense for @LiteServer to offer a custom plan to someone.
In contrast, at a bottom-of-the-barrel scale, it simply wouldn't make sense for them, esp. given that they have a good reputation and can sell their standard plans without difficulty.
But there's also a risk, esp. on a hosting forum like LET, because if word got out that @LiteServer make a bottom-of-the-barrel custom deal for a random forum participant, then there would be other forum participants would want to get the same deal, and if @LiteServer said no, then it would appear that they were practicing an inexplicable favoritism ("inexplicable" because by assumption, the initial forum participant was random for @LiteServer ). And this would result in a less-than-good reputation for @LiteServer .
(But -- yeah -- perhaps I've missed something crucial.)
