    Unfortunately not.
    Difference comes from that in Romania we pay recurring for IPs and also abusing of torrenting, spamming, botnets etc. is more severe and can conduct for faster subnet retraction and huge amount of penalties for each blacklisted IP.

    If you mean netcup, then yes, this is well-known among netcup customers: netcup don't remove VAT for private non-EU customers

    Contabo has some limits on the disk speed and the network is 200mbps only. Netcup is better but their contracts sucks.

    Contabo VPS: 200Mbps for cheapest one, 32TB traffic
    Netcup Root server: 2.5Gbps for cheapest one, 120TB traffic

    Both have AMD EPYC cpu's based on Zen2, but Netcup wont throttle you if you are doing some longer tasks like machine learning or video encoding.

    Contabo Germany is meh, Netcup&PHP-Friends&Avoro have better deals. Their Singapore offer is solid (because you still get 32TB traffic, thats crazy good for 10euro/mo. in SG).
