These are the requirements:
Linux/GRE
Traffic Control(TC)
VyoS/DANOS/VPP

First time I see "network consultant". It is kind of humiliating. Look for "Experienced network engineer or principal architect".
That way you will send a strong message such as "I have shitload of money to spare for someone who is able to google, has basic knowledge in udp/tcp and has no shame by charging me in thousands per hour".
