If dedi, I'd think you should go with SYS-2 (29$ monthly) or above, because of having IPMI option to install custom iso. KS-LE or other KS has no IPMI.
Many VPS providers have option to install custom iso, by default or by ticket, I'd suggest to go with @Francisco (by default) or @InceptionHosting (by ticket).
A few more details about your actual requirements would help to give you better offers, but all our virtual servers can boot from your own ISOs and you can upload your own ISO directly in the customer area. No need to open a ticket or the like.
