    For Windows Server, Depending on your usage, I can vouch for 99rdp.com. Honestly great services, Never had issues with uptime either. (I used to run a 24/7 live stream using them)

    Trust me, it's the deal you are looking for. And it's not even black friday.

    Just heads up on one thing, the CPU topology is 4 CPUs, 4 cores (one core each CPU) and not 1 CPU, 4 cores.

    About Kimsufi server, it is a dedicated server with Xeon E5-1620 v2 cpu with 32 gb memory.
    Monthly cost $18 per month.
