They are saying that it's due to upstream issue with Sectigo.

Congratulations on your 8th post, and congratulations to @jbiloh for bringing shame to the entire set of LET moderators by unbanning previously banned spammers.
This fellow was not banned, or at least not recently as best I can recall.
That said, if comments made by this user are spam like in nature they will be banned just like all others.
