Best provider for lowest latency to Iran?

I know that this is unusual. I am looking for VPS/Dedicated provider (preferably dedicated), which will server best Iranian users.

I have special project which will aim to help Iranian people to bypass internet restrictions. Any suggestions? The lower latency the better.

If you are in Iran or have contact with someone from there you can run excellent tool by @Neoon

This will test exactly what you need - which provider has lowest latency If you can test different cities/providers (Idk how it looks in Iran) then do it and average results just to be 100% sure that routing works great.

The OP's project is for bypassing internet restriction, it means that users not only connect to the provider but also other points around the world. Then, which provider has large network (to Ameria, Europe, Asia) is better to choose.

select cloud compute and select region. they have 5 locations in iran and one in nl (serverius) and even the traffic is cheap
