Don't get me wrong I'm using them and is going pretty smooth, so far 5 months in, 0 downtime, no issues with torrenting or anything like that!
Their servers are not in US. DMCA is a US thing. Servers outside of the US, good to go. I am certain they can't ignore DMCA on their US servers (coming soon).

It depends of criterea of any hosting... If Hosting based on Netherlands don't want to ignore they can do it..

You tried their service first? don't just assume you have noisy neighbors, and even if you tried and got noisy neighbors once, did you ask for transfer to another node!?
I have services with them and they work as expected.
Keep in mind, you are asking for 30$ yearly VPS, you don't want to have the best things in the world for a 30$ Yearly VPS...
