It's insane how often this happens, people only care AFTER there is an issue to be honest. I used to work on this type of stuff a lot, personally i've saved several companies (and some private torrent trackers) money in probably 100s of thousands range by just configuring these basic things for them. Including MySQL settings.
For trackers tho it tends to be Linux kernel itself is the limiting factor.
