They do have a BF promotion but not this cheap
Netcup rootservers have never been this cheap even in their BF promos. Not sure where did you saw this price. Perhaps you are talking about their VPS range, which have such pricing

I strongly doubt that one will find a netcup Root-Server on Hetzner's website

I am not sure if this was RS G9 exactly, tho. Maybe it is "VPS 1000 G9" Specs are similar but less ram and maybe traffic conditions were different and/or vcores might not be dedicated. It is still an excellent deal tho.
Another reference to a similar promo for a dirt cheap price.
