It depends on your use case, your budget and overall requirements. I've thought that Path is the best filtering even before working there (disclaimer: I'm employed by Path Network, Inc).

In my own opinion is:

When OVH Game and Voxility failed me I think DDoS-Guard.net and HyperFilter were the only ones able to keep my server online. Providers specializing in DDoS protection is expensive tho.
BuyVM and NFOServers are both great for ddos protection.

Heavily depends on your application. I have found that NFOServers' solution(s) have been very very good when it comes to gaming applications and TeamSpeak.
For web applications, a good proper web security provider is your best bet.
General TCP? Most things will be fine.

Seriously, your question is about as nonsensical as asking which car is the best. To get sensible answers you need to specify your use case.
Use case is key for this.
Typically there are a few options out there.
1. Providers who protect game servers,
2. Providers who protect webhosting.
3. Providers who do just straight up network protection.
Some other random ones out there as well. However, it depends on the service you are wanting to protect and your budget.
As @PureVoltage has mentioned - it really depends on what you are trying to do. I've found Voxility to be very good for standard website type of protection for example, but horrible for game servers.
Then you have OVH Game that is great at game servers. It all comes down to the use case!

Yes! No one seems to understand this. DDoS protection is not a one size fits all solution, it tends to be heavily application based.
Does Voxility have presence in Asia (singapore, japan, etc?)
They do not have filtering in Asia I believe unfortunately!
