Hold on... bandwidth isn't a measure of transfer. By doubling, you'd mean 1gbit => 2gbit. What you are referring to @dustinc, in reality, is the transfer/data cap.
Technically yes, informally no. Almost everyone in the world says "bandwidth" to mean the allowed amount of data transfer and use "speed" for what is technically bandwidth. Maybe not where you live, but in the UK even ISPs and cell-phone carriers use the word this way.
The meaning of words changes as people use them differently, no matter how much it might annoy you. Nobody really bats an eyelid at people talking about screen "resolution" when they really mean screen pixel dimensions, and now we've invented "pixel density" to replace the concept that was originally resolution.
Anyway, everybody else on the thread knew exactly what they were getting, and you'll see this language everywhere else, so if you don't think it's correct, you might need to recalibrate your expectations on future offers from other providers.
