We have been using ClouDNS for a long time now for some side projects and always have it really solid. and also super simple API to integrate with
ClouDNS ftw!
Just recently they added more locations for their DNS Failover Monitoring Service.
Amazons route53 is pretty neat, I have been using that, specially considering that it has geoDNS features and goodies like that.

Spin up 5 VPS servers in different locations and mount your own DNS cluster with PowerDNS. Rock-solid and definitely more reliable than any public service out there which will always be a target for attacks. Why "pay the bill" in the long term for others?
Most free DNS has no API, which sucks.
Grab a 2 servers and put nsd on it.

Exoscale if you care for performance. They use dnsimple, just offers cheaper rate. Has free tier afaik.
