Some providers ignore DMCA notices. It's a gray area in many countries of the world. If a person is willing to pay, they can benefit the service, while the provider makes profit.
With that in mind, nobody tolerates abuses. This is why many people protect providers, and warn requests like these, as cheap providers are usually not ignoring DMCA notices, and suspend the service immediately to avoid load on support.
