Need a cheap VPS for a GRE Tunnel

Hello there, so I basically need a VPS to setup a GRE tunnel, nothing else so specs don't really matter. Location should be Germany, bandwith can be as low as 100mbps, but for the quantity I'd prefer unlimited. I would prefer monthly payment but if it's cheap I can pay quarterly/yearly. Payment methods it has to accept is Paypal. No budget set because I don't know the price for such thing but I'd like it to be as cheap as possible.

Thanks for the mention but I don't support protecting DDoS with GRE or proxies/tunnels on my services, it causes too much degradation and quality issues for other customers, especially when the people using it for this purpose order the cheapest plan possible and it causes more issues than basically every other customer combined.
