of course ssh is disconnected, because your vpn client routes all traffic through it's gateway to the server from the moment the connection is established - unless you would use split tunneling and configure excemptions.
I don't know expressvpn, but most likely it won't even support that oob. aaand you also cannot reconnect because ... all traffic is going through the tunnel then.
Not sure about your setup but I've run VPN Unlimited on a Windows VPS with no issues. There wasn't any extra configuration on my part, just install and run.
