Depends what you pay, besides, if people offer services including a IPv4, that was their business decision.
I recently got one for this price and even less, see no issue here.

vCPU will not be dedicated at this price, by the way. Always check AUP and TOS to check allowed bursts and what is normal usage.
We had VirMach for example, 25$/y for 2 vCPU and 2gb ram with their Migration Special (and there is actually "BF specials" still running with random offers, but i don't remember having seen Europe).
We have often RackNerd, which is now available in Europe iirc.
Check LowEndBox blog on the side, there is even some old posts with offers that are still working (even if it's outdated or marked as expired). This is how i got lifetime on MyW for web hosting. I got a Racknerd expired offer in the past as well using LowEndBox. Few lowend providers doesn't provide any expiration, they report more on availability.

Monthly will severely limit your options because of the payment processing costs the supplier has to absorb.

Even then such low amounts are tough with monthly.
Out of a 1.5 Euro payment, PayPal takes somewhere around 0.4 Euro. On yearly, they take less than 1 Euro out of an 18 Euro payment. So monthly payment effectively increases the cost to provider by around 25-30% at these amounts.
