If I'd had to guess, I'd say it's because you're a really new member, and no one is likely to trust you, and PayPal can be reversed while the BitCoins cannot. Thus you could get the BitCoins then dispute the PayPal payment.

Even paypal gift payments can be reversed? Also believe paypal doesn't reverse intangible purchases.. bitcoin looks like one.
