Wireguard is great. For years I ran my own OpenVPN but just a couple months ago switched to wireguard. I’m able to get about 800mbit speeds with wireguard versus like 75mbit with OpenVPN.
Check out drago. Heard it’s good for managing wireguard.

Also easier to use is: https://www.reddit.com/r/WireGuard/comments/p4mids/new_updates_on_wireguard_dashboard_v22/?utm_source=share&utm_medium=ios_app&utm_name=iossmf
Softether VPN
Wireguard, can do 400Mbit+ on 1€ virtual servers, flawlessly.
Pritunl. I dare anyone to top that in terms of GUI management.
Pritunl looks great, thanks

Not sure if this fits your requirements but thought I'd put it here: https://getoutline.org/get-started/
You can set data limit per key and add/delete keys from the Outline Manager app (running on your local)
You can use it with their client app or using a different Shadowsocks variant.
Tailscale apparently is a polished GUI for Wireguard, as is something called Innernet.
Try zerotier, easy to install and very fast. You can control from web panel.
Damn I like that

Maybe not the fastest, but works great on most devices and very easy management interface
