For Viettel Internet users, SG location speed / ping is better than HK.

You can check with your own ISP too. From my experience with other ISPs (FPT, VNPT), Singapore speed is always better than Hongkong.

From my FPT ISP, ping from HK ~34ms, from SGP ~50ms.
And with HK location , site still running smooth when ISP cable slowdown.

Both SGP and HKG have good connection in the region, even though occasionally the shark eats your marine cables. Tracerouting and iperfing show that SGP would be better choice if your sites have outside-the-region users.
