    2. Move in.
    3. Pick and subscribe to an ISP.
    4. Get connected
    5. Load a VM with your desired specifications, locally on your laptop/desktop.

    If real local Mobile IP address are OK for you just purchase RU SIM card with roaming package such a $20 Month for unlimited data on roaming with daily caps. If you need only surfing as locals, no VPS that best deal.

    Just buy a normal VPS and connect to it to a residental VPN of your choice...
