Looking for a dedicated server with 32G RAM under $40

I look for a dedicated server (any location) with these specifications (at least)

4c/8t CPU
32G RAM
2TB HDD (ideally + 250GB SSD)
1Gbps

I have found such offers here on LowEndTalk, but I wish to consider other options.

I also welcome any comments or advice.

Hetzner, is already below 25€ for i7 with 32gig again.
