I have a few OVH servers with multiple IPs from him, and I paid €2 setup fee per IP with no extra monthly charge for them. He's pretty transparent with regards to the prices and most of his servers come with the Guaranteed Bandwidth option included and at a discounted price. He's got a lot of interesting configurations too. Worth a look perhaps...

the request clearly described non genuine usage of service, some kind of misusage of IPs so it sounds like previous provider banned the OP account and nothing to do with shady or incompetent providers.
why no ovh?
