No, it's not! Ansible is a multi-server, multi-platform AUTOMATED management system. Fully autonomous, too, if you know what you're doing. Although it can manage only the server it's installed on, too, of course. It's a game changer in any sysadmin's life, well worth the learning curve, IMHO.
No serious application can do with one server only. Rather sooner than later, you find it's better to separate, add things, servers. With Ansible in hand, it makes no difference whatsoever how many servers you need to run - fully on auto!
And last but not least, for those who are security conscious, Ansible is a great server hardening tool, too! Manually, server security is a bitch! But not with an autobot (Ansible) all of your own, it ain't
So keep on wondering what web panel tickles your fancy the most, or grow a pair and go for the big enchilada! That's what I'd done and have never looked back! Playing with servers is serious business that's best served by serious, big boy "toys" - like Ansible

Webuzo is nice. Free Directadmin and ApisCP is nicer

"Webmin" is a system configuration tool whereas the Webmin-module "Virtualmin" is a hosting management tool/control panel (like cPanel but with way more flexibility and features).
TLDR: They are two different things (that work beautifully together).
