Disk and network doesn't matter.
Budget 10-12 USD.
APAC: network doesn't matter, no need premuim route.
Will take 3-5 of these servers in one time.

Many locations - 8gb RAM - 3 CPU cores(works out 1 dedicated core) at $5/m if paid biennially.
The service(hardware/net) is reliable but the support is so so. I have a 2TB backup box without issues since 3+ years.
And, thought of getting another 3CPU box in current sale and opened a sales ticket around 3 days back and yet to get any reply! Better check other reviews and make your decision.
only thing at that budget off the top of my head is contabo, they have singapore and seattle if that's close enough
