To be fair he is providing a completely free service with just a Telegram message. I don't know what is the intention behind, but I can forsee such free service will attract abusers.
Though not always but usually there's a catch to something that's free
Yup that's why I said I don't know the intention behind, but a Telegram account contains very little to none personal identifiable information, so arguably this doesn't seems like collecting data but more like an experimental learning portal
Will keep this thread opens for a while and would love to know from OP about this project

I don't have a throw away Telegram account so sadly this is a no for me

It's not to collect anything, telegram provides developer-friendly API and interfaces, also i can authorize users with their telegram account, so it's very easy and convenient, that's all.
Maybe it will attract abusers, but they won't succeed, because every user needs a public ASN to register, and email verification for each ASN is required.
