Saying it should "handle" the stream is meaningless - does it need to be encoded/transcoded (high CPU) or simply serve an already-segmented stream (minimal CPU)?

From the results of some initial livestream testing with PeerTube I'd say you're gonna need at least 4 vcores. How many hours a week? if it's Multi-hour streams every night you're probably not going to get by with fair use and will need something dedicated.
Have you considered using YouTube for your live stream?
If you need live transcoding of 720p content, most VPS cannot handle that.
My pre-recorded push-ups are encoded on a VPS with 2 dedicated Coffee Lake cores.
Using VP9 codec and 720p, the encoding speed is less than 0.3, i.e. every second the CPU can encode 0.3 second of content.
If this was a live stream, 8 dedicated cores are required to keep up.
If you do a live stream occasionally, look into hourly bare metal servers and possibly GPUs.
