Very slim chances. If it's just for storage try 1 vCore and 1 - 2 GB memory. That should increase your chances and still give you a well usable backup or similar box.
No. For plotting spindles certainly are not what you want (nor a 2 vCore VPS, processor likely old and slow) and even for the storage part a VPS wouldn't be a particularly smart solution.
