who provide psychz's asia optimized network vps?

who provide psychz's asia optimized network vps? photonvps is too expensive to me.
I know letbox LA DC provides this network. But But they don't support ordering additional ipv4..
I want order a VPS 80-100$/yr annual paid.
4-6Vcpu fair share
4g-6g RAM
20g nvme+120g hhd or 100g ssd
3ipv4
1g port with 10t traffic or more(But in fact, I use at most 1t/month, But we need consider the future)

Not officially "Asian optimized", but it's fast enough to serve readers in China.
Zero downtime in more than a year.

Two things you may not like:
CPU is "common KVM processor".
There's no ISO upload.

Only if doing initial order for ISO install, and then not requesting hostpassthru set up.
If using our templates for install, it is preset already.
