Cheap (low-end) dedicated w cheap additional IPv4s option?

Any other tips for cheap dedicates where also is possible buy additional IPv4s in low prices/fees?

(cheap IP - means for me =<$1/1IP)

    How much ipv4 are needed?

    15+ /32s or /28 (for 15+ VMs)
    min spec: 4+cores CPU, 8+RAM, 2+ SATAs 2TB (or larger), 100mbit or 1Gbit
    (in other words, not matter crazy on perf, no NVMe or SSD req because no high load assumed, storage sooner + enough Ips for VMs)
