That's not possible on Shared/Reseller service, especially if limits are per cPanel account. The provider wouldn't be able to host many accounts if each account was using that kind of usage.
Keep in mind that most Cloud/dedicated have around 1GB write speed and so aren't going to allow so many accounts using up to 200MB I/O.
The other requirements are ok though i.e 2x vCPU / 4 GB RAM.

I don't think it will be cheap and possible to have 2 dedicated cores usage per cPanel account.
SPAM! Ask their support or sales.
Get a VPS in Europe/UK location. No host will be able to offer such high limits on NPROC/EP. The highest I/O is offered by Racknerd which is 80 MB/s. Rest hosts offer below 20 MB/s. If you need 200 MB/s I/O then get VPS on HDD rather than NVMe to save some cost. But with NVMe you can get super fast 800 MB/s and more speeds with any average LE provider

yup! No one provides 2 or 4 CPUs and 4GB of RAM for reseller/shared hosting. One needs to get a VPS then!

A 1x 3.7GHz core is likely to outperform 2x 2.5GHz cores in PHP/MySQL performance.
Get a high frequency compute VPS instead.
VPS will costs me much money as I need Litespeed, cloudlinux etc. softwares licenses will cost a lot.
And also need management of the VPS.

Our instances are fully managed, comes with DirectAdmin. You could use OpenLiteSpeed instead of LiteSpeed. It is good if configured properly.
As for reseller hosting, I can offer you a 20% recurring discount on any of our reseller/semi dedicated plans.

I live in Israel, to dallas I got AVG ping of 190ms.
for UK/DE/NL I got AVG ping of 80-90ms.
