If the port scans are performed under prior permission, why don't you do it from your existing VPS? A fixed IP address is all you need. You can even do it from your home network if it has a fixed IP.

The address field is variable length. Each address contains one or more 9-digit decimal numbers. If you ever need more addresses, just prepend 9 more digits.
