Yep. That seems like something you'd fix. If it says GRUB issues, likely some part of the kernel or whatever has been broken and it isn't booting up or so. What Distro is that anyway
It's a lot like this: Your desktop computer at home is no longer booting into Windows/Linux/MacOS, instead you just see a flashing cursor on the screen. What do? No one can say up front with any guaranteed right answer. Could be any number of things. If that computer is really important then you're going to run to the nearest computer shop and pay them to fix it for you.
Similarly, if you're using an unmanaged VPS and it's not booting, and you don't know what to do, you have two choices. Learn how to fix it, or go find an expert. If you need an expert to jump in and handle it for you, I recommend this one: https://www.rack911.com/
Alternatively, you could ask the provider if they would be willing to charge for their time to look into it for you. They might. Just remember if you didn't pay for a managed VPS, they didn't charge you for their time to do that up front, you'll need to pay what they quote you.
When my desktop is not working:
I do not trust computer shops. They always mess things up.
I used to work in a larger one, and ur right.. u shouldnt. We loved to check your desktop folders "for virus" and browser history for "possible reason what might be the issue".
Meanwhile the interns do it for giggles.
The text reads like it's an unmanaged vps and it's not booting ... it looks like you've asked to move it to a different location/node... however the issue is the boot loader on the vm (so as the provider states moving it won't fix the issue)
It looks like they have looked at the vnc console and identified the issue for you (if it was managed they would probably jump in and fix it at this point) however its unmanaged so they have told you you need to look at the vnc console and fix it yourself (which is correct)

so based on your comment the data is not important to you just re-install the VPS and the issue is fixed.

what the GRUB error shows? have you got rescue mode option so you will be able to boot in rescue mode and rebuild?
idk, just i loggin in hostslick cloud account and i see vps is off. and i start the vps but site is all down, that's why i open a ticket.

If backups are important for you, you'd have them, and with it you wouldn't be severely impacted by this incident.

why r you using cheap low end unmanaged VPS for client without knowing rescued mode and active backup

It looks like they have gone above and beyond right there in offering to look into the issue when the engineer is available.... as the vps is unmanaged you really do owe them
if is unmanaged, So how is the cPanel going?
