If you can stretch that budget more maybe try FluidStack.
This is great idea.
But sadly the server for USA EAST with much cheaper price is out of stock at moment like 220$ not bad at all !
If you are ready for triennial pricing, colocating might be better
+1 for colocation.

Everything's a bit expensive right now given the mining craze. With GPU prices skyrocketing (1-year old GPUs are selling at MSRP, and new GPUs are selling at 2x MSRP -- which led us to boost provider payouts), it's hard to get low prices. I know that even one of the "big three" clouds is struggling with supply.
If you are willing to do 3 years prepaid (or even a 3 year contract) I should be able to get the following for you.
